Definitions

Sidewalk Ratio: The ratio of the area of the sidewalk to the total
area of a given street section.
Speed Differential: The difference in the speed of two transportation
modes (Bicycle/Motor Vehicle) calculated by taking the speed limit on
the roadway minus the average speed of a cyclist (11-12 mph).
Pedestrian Signal Delay: The amounts of time delay pedestrian
experiences when trying to cross a street at a signalized
intersection. Can be calculated per intersection or by corridor.
Roadway Safety Audit: A process of taking an inventory of roadway
features, deficiencies, and environmental hazards to come up with a
report of recommended design solutions.
Bicycle/Pedestrian Infrastructure Safety Audit: The calculation of a
safety score of a given roadway segment based on a number of weighted
factors such as vehicle speeds and volumes, presence of
curb/gutter/sidewalk, intersection density, and crash incidents.

Pavement Friction: Characteristics of roadway pavement that
contributes to vehicle safety. Higher levels of roadway-tire friction
contribute to safer driving conditions during weather events.
Surface Distress: The level of wear-n-tear on a segment of roadway
pavement
Roadway Congestion Index: A measure of vehicle travel density on major
roadways in an urban area. An RCI exceeding 1.0 indicates an
undesirable congestion level, on an average, on the freeways and
principal arterial street systems during the peak period. Formula (pg
